CONCENTRATION AND VOLUME AS THE MAIN CHARACTERISTICS OF THE UNITY OF THE STATE AUTHORITY

The article is devoted to the role characteristics of the authority as the special regulator of political relations; in the article the definition of the notion «concentration and volume of the authority» us given; the measure of concentration of the power resources and means and also the volume of the authority in its temporal contents are exposed; the problem of the prerogative of distribution of the power resources, of the measurement of the objective composition of the power functions and fixation of the applicable authorities of the power institutions are solved. In the article is affirmed that the concrete model of the state power structure reflects the special features and individualized characteristics of the system of the state powers. If constitutionally legal parameters are broken the conditions for the excessive concentration of the power by its concrete bearer or, vice-versa, for the decentralization of the power resources and means that neutralize the determinative influence of the bearers of the power on the dependents are created. Inadequate to the main volumes of the constitutional formation the positive objectivation of the system of the state powers, even if it is constitutional by the form, does not take out the power from its irrationalized condition. By virtue of foregoing the appropriate power institutions are not able to solve politically meaningful aims and goals.
