Annotation:

Introduction: the article provides a comparative analysis of legal norms and forms of organizational and functional development of the modern social service system in the Russian Federation. As part of research, there is given an overview of some features of such systems existing in other countries. The current state of social services in Russia indicates a significant impact of the country's legal system on the character of their development. Legislative regulation of the social service system began with the development of federal laws, the creation of a whole range of legal norms that laid the foundation of its operation. Within the framework of this legal mechanism, the necessary laws and regulations were created in the constituent entities of the Russian Federation. The adopted legislative documents of various levels influence the formation of normative and functional regulations in the work of social service institutions. The article considers the institutional formation of the social service system in stages: from the beginning of the 1990s to 2005, from 2005 to 2015, and from 2015 to the present. The periodization is based on the legislative regulation of the system’s operation. Рurpose: to substantiate the role of the legislative regulation mechanism and its influence on the organizational and functional development of the modern social service system in the Russian Federation. Methods: systemic analysis and socio-legal analysis form the basis of the research method. Results: the research revealed how the mechanism of legislative regulation influences the development of the modern social service system in the Russian Federation. Conclusion: development of the modern social service system in the Russian Federation is significantly affected by the peculiarities of the legislative regulation mechanism.
